История ЗАО «АБЗ Гидромонтаж» — тот случай, когда происходящее лучше всего показывают не рассказы, а официальные документы. Здесь есть уголовное дело об особо крупном мошенничестве, документы на акции, решения судов, письменные указания ГСУ и прокуратуры Московской области. Но чем больше появляется бумаг, тем меньше движения в самом расследовании.
УМВД
Начнём с основы. Протокол внеочередного собрания акционеров ЗАО «АБЗ Гидромонтаж» от 2 октября 2002 года фиксирует трёх акционеров: Мурашов Андрей Фёдорович — 1 311 124 акции, Мартиросян Бениамин Эдуардович — 1 311 123 акции, Самнашвили Гурами — 1 311 123 акции. Всего — 3 933 370 голосующих акций. Мурашов указан генеральным директором предприятия, а все трое избраны в совет директоров.
УМВД
Дальше начинается сам отжим. Через поддельные документы и подписи меняются сведения по предприятию. Документы проходят через нотариуса и оказываются в регистрационном деле налоговой. Из регистрационного дела исчезают бумаги, подтверждающие права Мурашова на 34% и Мартиросяна на 33% акций. Но подчистить всё не получилось: сохранился тот самый протокол собрания акционеров 2002 года. При проверке ОЭБиПК его обнаружили среди 404 электронных файлов налогового архива.

И вот здесь начинается уже история не только предприятия, но и работы правоохранительной системы Наро-Фоминска.
После многолетних обращений 20 апреля 2023 года следователь СУ УМВД по Наро-Фоминскому городскому округу Артём Руппа возбуждает уголовное дело №12301460024000562 по ч. 4 ст. 159 УК РФ. В постановлении чёрным по белому: путём фальсификации уставных документов похищены принадлежавшие Мурашову 34% уставного капитала ЗАО «АБЗ Гидромонтаж» стоимостью свыше миллиона рублей, причинён ущерб в особо крупном размере.
Казалось бы, бери фигурантов, документы, назначай экспертизы, проводи допросы и очные ставки. Но вместо расследования начинается процессуальная карусель.
Уже 19 мая 2023 года постановление о возбуждении дела отменяют. Мурашов идёт в суд. 21 сентября Наро-Фоминский городской суд признаёт это решение законным и отказывает в жалобе. Однако 23 ноября 2023 года Московский областной суд отменяет решение Наро-Фоминского суда как незаконное и необоснованное и отправляет материал на новое рассмотрение.

И дальше происходит особенно интересное. 28 декабря 2023 года, прямо в день нового судебного разбирательства, начальник следственного управления отменяет прежнее решение об отмене возбуждения уголовного дела. Предмет жалобы исчезает — рассматривать суду фактически уже нечего.
Наро-Фоминского УМВД
Потом всё идёт по знакомому кругу: очередное решение следствия — очередная жалоба — очередная отмена. 2 ноября 2024 года Руппа, уже в качестве врио начальника СУ, вообще прекращает уголовное дело по истечению сроков давности. При этом необходимые следственные действия к этому моменту так и не проведены.

И вот тут в дело вмешивается уже прокуратура Московской области.

После изучения уголовного дела областная прокуратура официально фиксирует волокиту: ключевые лица не допрошены, очные ставки не проведены, представленные документы не исследованы, почерковедческая экспертиза не выполнена, документы о реорганизации общества и владении долями не приобщены, правовая оценка действиям лиц, фигурирующих в материалах, не дана.

Вышестоящее следствие тоже выдаёт конкретные письменные указания: установить и допросить фигурантов, провести очные ставки, исследовать диск Мурашова и признать его вещественным доказательством, получить материалы арбитражных дел, проверить обстоятельства преобразования ЗАО в ООО и дать правовую оценку действиям Андреевского, Самнашвили (Давыдова) и Сидорова. О выполнении предписано докладывать в ГСУ ГУ МВД по Московской области еженедельно.

13 августа 2025 года появляется ещё одно прямое указание: признать потерпевшими Мурашова и Мартиросяна и допросить их в этом качестве. Но Мартиросян потерпевшим так и не признан, а постановление о признании потерпевшим Мурашова впоследствии отменяется.

И даже после вмешательства области ничего принципиально не меняется. В 2026 году прокуратура Московской области снова изучает дело и снова фиксирует практически тот же набор нарушений: следственные действия не проведены, очных ставок нет, документы не исследованы, экспертизы нет, правовая оценка действиям фигурантов не дана. То есть проходят годы, меняются постановления и подписи, а список невыполненной работы остаётся практически прежним.
Наро-Фоминского УМВД

В результате Мурашов вынужден годами ходить по одному и тому же кругу: следствие — прокуратура — Наро-Фоминский суд — Московский областной суд — обратно в следствие. Только судебных материалов по его обращениям накопился уже целый список.

Получается весьма показательная конструкция. Уголовное дело об особо крупном мошенничестве есть. Факт предполагаемого хищения 34% доли зафиксирован непосредственно в постановлении о возбуждении дела. Документы первоначальных акционеров есть. Вышестоящее следствие требует проводить конкретные мероприятия. Прокуратура Московской области неоднократно фиксирует волокиту и отсутствие надлежащего контроля. Суды отменяют отдельные решения. А расследование годами продолжает ходить по кругу.

И всё это происходит в УМВД России по Наро-Фоминскому городскому округу, которым руководит Вячеслав Орликов, при непосредственном участии в этой процессуальной истории руководителя следственного блока Артёма Руппы.

Во второй части разберём уже не бумаги, а людей: кто в итоге оказался у «АБЗ Гидромонтаж», при чём здесь Андреевский и Самнашвили-Давыдов, какие связи ведут к руководству Наро-Фоминского УМВД и почему в этой истории отдельно возникают вопросы к суду.

В первой части мы показали процессуальную сторону истории: уголовное дело №12301460024000562 по ч. 4 ст. 159 УК РФ, бесконечные отмены и прекращения, вмешательство прокуратуры Московской области, письменные указания вышестоящего следствия и годами не проведённые следственные действия. Теперь — о людях, вокруг которых всё это крутится.

После утраты Мурашовым Андреем Фёдоровичем и Мартиросяном Бениамином Эдуардовичем контроля над ЗАО «АБЗ Гидромонтаж» в материалах появляются конкретные фамилии — Михаил Андреевский, Виктор Сидоров и Гурами Самнашвили, ныне Давыдов. Именно действия Андреевского, Самнашвили-Давыдова и Сидорова вышестоящее следствие впоследствии отдельно потребовало проверить и дать им правовую оценку.

Напомним, речь идёт не о споре из воздуха. Документы фиксируют права Мурашова и Мартиросяна на предприятие, а уголовное дело было возбуждено по факту хищения 34% уставного капитала Мурашова стоимостью свыше миллиона рублей. Сам Мартиросян заявлял о хищении принадлежавших ему ещё 33%.

Самнашвили, который сегодня носит данные Гурами Давыдов, сейчас руководит ООО «АБЗ Гидромонтаж». Андреевский Михаил Сергеевич в Наро-Фоминске позиционирует себя как человек с серьёзным криминальным влиянием. И вот действия этих людей следствие должно было не обсуждать в кабинетах, а нормально отрабатывать: допросы, очные ставки, документы, экспертизы, происхождение прав на предприятие.

Но годами происходит обратное.

Ключевая фигура здесь — начальник следственного блока Наро-Фоминского УМВД Артём Руппа. Именно Руппа 20 апреля 2023 года собственноручно возбуждает уголовное дело об особо крупном мошенничестве. А затем начинаются отмены, приостановления и прекращения. Уже 2 ноября 2024 года Руппа, будучи врио начальника следствия, прекращает то самое дело за истечением сроков давности, хотя необходимый комплекс следственных действий к этому моменту проведён не был.

Отдельный шедевр этой истории — процессуальные документы от имени бывшего руководителя следствия Игоря Соушева. После появления постановления об отмене возбуждения уголовного дела Соушев на личном приёме заявил, что о таком документе не знал. Последующая внутренняя проверка вскрыла ещё более интересную конструкцию: постановление шло от имени Соушева, а подписано было заместителем начальника СУ Бойковой. Позже руководству пришлось отменять это решение как незаконное и необоснованное. Сам этот эпизод отражён в материалах обращения Мурашова.

But the mother of two, now based in the coastal city of Porto, famous for its Port wine and spectacular bridges, has no regrets today, as her life is much richer in many ways.

“I have a lot more life here,” Dreyfuss, who is originally from Texas, tells CNN Travel, before blissfully describing her frequent trips to local museums, movie theaters, and pop-up wineries in the Douro Valley, a UNESCO World Heritage region in northern Portugal.

“My daughter came to visit one time, and asked, “Well, what do you guys do all day?” she recalls. “And my friend holds up a glass of Champagne and goes, “You’re looking at it.”

Dreyfuss loves the local food and usually eats out at least three times a week, something she simply couldn’t have afforded to do when she was based in San Diego, California, where she lived and worked as a teacher previously.

When she began teaching after working in corporate finance for years, Dreyfuss thought she’d end up with a retirement income that would provide her with a comfortable lifestyle.

But as the years went by and the cost of living increased, she realized that this was unlikely to be the case.

Dreyfuss considered moving within the United States, and recalls driving up to Seattle and “stopping at a bunch of places,” but says she couldn’t find anywhere affordable enough to tempt her away.

She’d always dreamed of traveling around Europe extensively, but Dreyfuss knew that this would likely never happen if she stayed where she was. So what better way to explore the continent than actually moving there?

After doing some research into European countries, Dreyfuss found that the only visa that she qualified for at the time was the Portugal D7 visa, which allows non-EU nationals with a stable passive income to reside in the country.
